Because those cops don't want to die. Roadside work such as speed traps is inevitably dangerous. covert roadside work where your intention is to trap a driver going too fast? Doubly so. And where would you have the driver pull over so you can walk over to the driver side and chat with him? The right lane of live traffic?

Think about it - would you want to stand on Cannon with a radar gun and step out in front of the wall of traffic to flag down a driver? Neither would I. I'd rather be on Burlington or where it's only an occaisional car and there's a nice safe low-traffic right lane I can guide the driver to pull over upon and whatnot.
